“Best” depends on your use case. VPNs are not platform specific, so there is no such thing as a VPN for android. Android has built in VPN handling functions.
I’ve tried out VPN Defender. No issues so far, but it doesn’t seem to have a option for different servers. Everytime I’ve checked my IP it looks like its from the USA. So that might be a issue for some people.

Im using “OpenVPN for Android” with a self rent Debian/Linux Virtual server. No limitations in any kind and fully in my own hands.
I use OpenVPN Connect with the Tunnelr service.
You can also tunnel through SSH using the tunnelr service using Connectbot, although I’ve never done this myself.

I got the free year of Freedome. When it worked, it was good, but I just switched to T-Mobile (Galaxy S5) and now it doesn’t connect over their data network, just Wi-Fi.
Witopias not bad. They’ve been around for a bit and have tones of relays.
I personally can recommend AirVPN and PIA.

I would recommend Tunnelbear. It has desktop and mobile apps. It’s the easiest VPN I’ve used. one click and you’re on and using youtube or netflix for whatever. I think you get 500mb a month, but if you tweet about them you get another 1GB free…pretty good. You can use it as free and paid both. Other option would be IPVanish only for paid.
