This isn’t a direct answer, but…
Are you running a VPN? If so, beware that Apple’s Private Relay and third party VPN software may not interact very well with each other.
You may have to disable the VPN software’s processes to make System Settings responsive enough to turn off Private Relay.

I had all kinds of trouble after activating Private Relay - and couldn’t turn it off again due to the iCloud section of System Settings becoming effectively unusable when this condition exists (company VPN + Private Relay).
But I found a solution that allowed me to turn Private Relay back off.
I connected to the internet using my iPhone’s Personal Hotspot. Once I did that, the iCloud space in System Settings was responsive again (still a little slow - but far better than before). I went through, clicked Private Relay to OFF an it worked like a charm.
I hope this works for anyone else having issues.
I’m having this exact problem right now after upgrading to Sequoia. But for me, even my hotspot doesn’t work
I have Cisco AnyConnect installed but not running.
In my case, the VPN had a daemon running in the background, so even if I wasn’t “running” the VPN, the background daemon interacted with Private Relay, resulting in problems with System Settings.
I’d recommend that you check in Activity Monitor for Cisco AnyConnect processes that are running even when the VPN is “off.”
