If the government can pinpoint people who use VPN and Tor simultaneously, will my privacy still remain?

Actually… It’s only encrypted by Tor/VPN to the exit node.

Depends on who you are, who you are up against, what you are trying to do and other factors. Using Tor alone may be enough for some, but not for others.

Agree here also, since op is talking about state tracking, it’s likely not enough to keep them
anonymous.

If you’re browsing a darknet, probably a VPN is overkill at the least and possibly less secure

For clearnet though, many ISPs and mobile carriers are flagging Tor traffic, blocking it outright or restricting it in various ways

Your ISP or mobile carrier can’t see whether you are browsing clearnet or darknet, it’s all Tor. So either they are blocking/restricting it or they aren’t.

Tor Project, Guardian Project plus the TAILS devs all recommend against using Tor with a VPN

Though mostly this seemed due to the fact that they feel most people cannot setup Tor/VPN properly, which is likely true

Just because you don’t understand it doesn’t make it unverified advice. That’s not what unverified means.

Sometimes I’m glad I read the specifications. And then there are the times I try to read them, and I get reminded how boring they are.

It depends on what state it is, and how many resources they have. Probably also whether OP is a target, since you would put more resources on a target. And probably more factors.
