So it’s a bluff by my internet provider? I can claim online backups and synch, for example…
My IP is small and local and probably has incentive to minimize data use of individual providers.

if you read he said its PIA and yes
Here are a couple of different sites.

https://iknowwhatyoudownload.com/ (you can try this with your VPN not running to see if anything pops)
Ok, this might be it!
I found an “anonymous mode” to check on qbittorrent. Initial testing seems to eliminate the user agent from being visible. Why this isn’t default checked is unclear to me, but may be an answer.
I’ll update this thread if this change fails, else it might be the solution!
The fact they don’t give you a specific file is weird. It’s possible they can tell your using a VPN and can see there is a great deal of data being used, and just “concluding” your using P2P, but if your VPN isn’t leaking info and you have it running then I doubt they know specifically what you’re doing. But really, anyone on here is just guessing.
Until they point out that they know what you’re downloading, I’d say they’re bluffing. I was lazy/cheap for years so I didn’t use a VPN and have had three different letters from my ISP, all mention exactly what I downloaded. Weird to omit that if they actually have anything on you.
Same I’ve only gotten the letter once but they had the exact file that was being downloaded.
True. To be fair most ISPs aren’t monitoring/logging/reporting every website a customer is browsing, maybe if they are compelled by a court order or similar. Otherwise that’s a massive amount of intrusion on customer privacy.
Does depend a bit on which country OP is located in.
That depends on your TOS … there maybe fair use clauses which allow your ISP to abitrary cancel your service.
It’s definitely a bluff. Having a file sharing program on your computer isn’t illegal, and neither is using large amounts of data.
You can either ignore it since they’re bluffing, or call them and tell them you’re required by your job to be connected to a VPN, and that your job requires downloading and uploading files to coworkers and clients.
Just in case, check your VPN isn’t leaking, but I don’t think that’s the case since they didn’t mention a specific download.
Since you mention you got three letters, I’m just curious what the consequences were?

This is the most reliable one I’ve found
Absolutely nothing, just scare tactics. Never been sued or anything. Just warnings. I use a VPN now though.
