The problem: When I was jailbroken on iOS 10.2 I had Extender installed. When I upgraded to 10.3 I forget to remove Extender, so its VPN (Cydia Extender) is still in Settings. I am currently on iOS 11.3.1 and jailbroken.
What I have tried so far:
I have found out that the file /var/preferences/com.apple.networkextension.plist contains some information about VPNs, but when removing the file and rebooting, the file gets recreated and the VPN is there again.
I have also tried to edit the file (with Filza) to remove the part with Cydia Extender, but with the same result as removing the file.
Does anyone know, how to actually remove a VPN (when it can’t be removed in Settings)?
I have also searched on the subreddit and found a few other posts about removing VPNs, but they haven’t been to much help. (1, 2, 3, 4)
Update 23/9-2018: I got it removed by resetting network settings. The only downside is that I need to write WiFi passwords again.

I was having an issue with betternet. So i downloaded the app again and open it then closed it and removed it. Believe it or not it’s gone now from my settings
