The government has restricted access to social media websites like Twitter, Facebook and Youtube, across the country to block the flow of information independently. People are only able to access these services through a VPN.

People need to stick to VPN providers that won’t provide logs to the government when requested.
From the free alternatives suggested, I would only trust ProtonVPN. Some paid alternatives:

For general communication:
Signal (Preferred for video and messages, is able to work around network blocks).
Briar (Based on Tor, very difficult to block).
Session (alternative to signal)
Telegram is okay if you’re using their secret chat service. Regular telegram messages are not end to end encryption.
Whatsapp would be fine but they do not encrypt metadata. Meaning it is possible for them to hand over data to the government that could help them identify you and your contacts. Given that signal exists, there is no reason to ever use Whatsapp in a country like Pakistan.
