I can confirm that you can use a credit card from the USA to purchase a turkish plan with a VPN. I just bought it recently, and it has been working flawlessly, although having to wait a month for the restrictions of geo locking to be lifted it. For the mobile phone number registering I had to ask a relative to send their phone number other then that I am paying local (USA).
Wasn’t this always the case but accounts were getting closed within a short amount of time when set up using a non Turkish payment method?
Netflix India and Turkey went through a major purge of accounts that were funded with a non-local card where they removed the card without informing the subscriber or just blocked the account with no refunds.
Just wait, you will get the purge eventually. We thought we were all clear too then bam, a year later.

Good luck. I’m pretty sure the problem was never getting the card added it was more the accounts got closed so people stopped doing it. There was a guy on here who could have the sms sent to a Turkish number for you to get a card added and a lot of people got a non Turkish card manually added via customer services. When there was a massive amount of accounts being closed the common denominator was a non Turkish card being on the account so no one bothers adding one anymore.
