The three filehosters at the bottom are direct downloads. You don’t need VPN for any of them. Just need patience to download them since the game files maybe broken in multiple parts.
Alternatively using something like Jdownloader2 will allow you to download them all in one go together at the same time ensuring you don’t miss something by mistake.

It does, that’s why I’m looking for direct downloads, but can’t find any (for civ 6).
