"Enable default search engines by bypassing VPN" VPN not working on any site?

Does this mean you cannot use search engines via VPN, why?

Is this option turned why I get no vpn on any site? I enable VPN(goes blue) then try to go to Instagram or any other site, and the VPN turns yellow and the website never loads?

Regular Opera Version:99.0.4788.65 Windows 10

The option is just for you to bypass the use of VPN when doing a search, because it can affect the results.
