I think it depends on the provider, AFAIK most isp in the states are indirectly owned by giant multimedia corporations. been to a lot of countries, so far only US isp hates p2p file sharing.
Lets say i use a vpn when torrenting after torrenting i seed it but i need to turn of my vpn for maybe connection issues in a game, so if i stop the torrent would my isp contact me?
Im from india and here a ton of internet cafes (games aren’t sold on other stores and if you want a non pirated game its a hassle unless you buy it online) sell pirated games put onto cds or usb drives and we gotta pay for it no one really buys them though
