Trying to Set Up a Personal VPN Server in My Apartment

Firstly, I am very inexperienced when it comes to setting up networks, this is actually my first time. For context, I am a college student living in an apartment complex and I have parents who live abroad and one of them works between the States and another country. We are trying to get a VPN router set up in my apartment. It is a physical mini-router that creates a server using your home Wi-fi. To get it to work, the Wifi we will be connecting it to has to have a public IP. Because the network belongs to the apartment complex and not myself, I do not have access to its web interface. I tried to go the third-party internet route but none of them service my apartment, which makes sense since the apartment has its own Wi-fi.

I have asked a question regarding this on my school’s subreddit, and I have been told that a router might be able to help. The apartment uses an access point in each of the bedrooms (the specific model is XV2-22H Wi-FI 6 Indoor Wall Plate Access Point) and it has Ethernet ports. Would I be able to set up the server if I was to connect either a router or modem to it, and then connect that VPN router to the modem/router?

Why do you need a VPN router? What are you trying to achieve?

If you were to follow through with your plan, you would only need one router. Good router software will let you setup a VPN. Two routers are not needed.

However, a router is probably unncessary. Just setup your VPN server wherever else in the world, and setup your VPN client on your devices.
