Would using a raspberry pi as a sort of vpn (outside connects to pi, it appears that it’s the home network) circumvent this / even be possible?
Check your home router. It may already have a VPN option in the settings, allowing you to connect to your home network remotely. If not you can add a 2nd router connected to the 1st one in bridge mode, giving you the VPN functionality.
Pretty sure that would work, you could have the Pi running WireGuard, connect your phone to it, and that’s it!
As a bonus, install a PiHole on it and set that to be the DNS for your WireGuard peers, and boom! Adblocking for every app on your phone
Awhile back I managed to set up a VPN using PiVPN, which does a lot of the work for you. I had some local web apps I wanted to access, and I was able to do so as if I was on my home network from anywhere. This was at a previous home and I no longer have it setup. When you connect to it, you are essentially accessing the internet through your home network (as far as I understand), so theoretically this would work. Most routers support VPN into your local network. that would be the preferred method if you are going to be mobile. Using a VPN adds risk, but they can be mitigated. I also have Tablo DVR for recorded OTA shows which I can access via VPN.
So, how’s this work for my smart TV at the cottage? Almost canceled my dish as I don’t use it as much as Netflix but it’s sounds like it bye bye to Netflix if they expect a separate account cause I’m not hauling my tv home every 30 days.

It’s going to stay. We’re going to hate it. That won’t stop them and we won’t cancel netflix as a result. Win-win for netflix. And a win for ALL the streaming services is this is going to be the norm.
This is going to cause an acceptance of annoying “PROVE YOU ARE LEGIT” “features” added to our streaming apps.
ALL of the streaming services have been waiting for this. For a long time. They’re just waiting for one of the big guys to do it first (Netflix and Prime).
That’s when all of them will soon follow suit.
It’s a lot like the anti-piracy times of the 80s-90s: back then having to look through manuals or some sorta decoder wheel. People just “accepted” it - it didn’t deter them from the product.
Most modern after market routers support VPN out of the box. The performance will probably be better in your router then a PI
I’d rather use my RPi as a Streaming box than pay Netflix a single dime ever again.
All a lot more work than just canceling and saying fuck off Netflix that way.

I haven’t done it, but you can probably set up a home VPN with OpenVPN and connect to that.
